Article 30 of the Constitution of Nepal provides for the fundamental right of every citizen to live in a clean and healthy environment and gives top priority to its protection and management. 

Environmental protection and sustainable social and economic development are possible only through effective legal mechanism, institutional structure, appropriate technology, public participation, good governance and integrated efforts of financial resources. The effects of climate change and global warming are being felt everywhere. That is why mountains and snow-covered areas are becoming desolate.

Deteriorating conditions are causing serious health problems, and rising sea levels are causing some island nations and even the world's largest coastal cities to sink. In the coming days, it is expected that there will be a great struggle for environmental balance, fulfillment of food needs and healthy living.
